In english:
What brain those votes is, times if something vote all vote always "yes" ?
No times seen that someone vote "no".

And the answer is:
Most, if not all, of the applicants who really participate in raids for the 2 weeks, are already very dedicated to join veturi, and behave accordingly.
Those random applicants who just put some crap in the app, and never even show up during the assesment time, are not even put up for vote.
That's why you only see votes for people who really have a chance.
And even if someone doesn't know the new person after 2 weeks, he still doesn't vote "no" (except Talem), but doesn't vote "yes" either.
Currently a new applicant needs 15 votes to be accepted into Veturi, so 50 people can not vote at all, and the new applicant is still accepted.
When would someone really vote "no" ?
I could imagine this happens when the new applicant has some personal war or bad experience with someone, but regardless of that he acts friendly to the rest of the guild.
One "no" vote can stop the new applicant from beeing accepted, depending on how serious the reason behind this "no" vote is.

I believe I was the first person to notice the "Don't vote no!" syndrome of Veturi.
